RFC-0032: Domain IR

Status: Normative. Domain IR is typed, deterministic lowering between WIR and EIR. Node IDs are stable SHA-256-derived IDs; nodes are sorted ID and have declared input/output schemas, effects, and capability needs. Lowering MUST preserve entity order, numeric canonicalization, event order, and declared effects; it emits EIR plus domain_ir_hash. No hardware opcode, pointer, or runtime handle is permitted.
